I need to know how to initiate this quest if I have a character that just entered the Crystal Desert.

To get Forgotten Wisdom quest you need to first do "The forgotten Ones" quest.

The Forgotten Ones
NPC Giver: Annelle Fipps
Location: Destiny's Gorge
Target of Quest: Sariss Yassith
Target Location: Skyward Reach

Forgotten Wisdom

Location: Skyward Reach
